In expressing that view, I assume the feasibility of maintaining between the Executive and Unofficial members an intercourse of a frank and unreserved nature, such as has always existed during my Administration. So far from any attempt to coerce votes or opinions, or maintain a tyrannous supremacy, I am only too happy to receive and invite suggestions.

Two of the Unofficial Members, Mr. Taylor and Mr. Rowett, have been selected by me and recommended to Your Lordship and Your Lordship's predecessor, not on the ground that they hold opinions adverse to the general policy attributed to this Government.

At this moment, I have not hesitated to meet the challenge, though the Official Members, diminished by the absence of two, viz. the Acting Attorney General and the Auditor General, whilst lacking in his action on the Stamp Ordinance and other questions, I consider the Treasurer, Mr. Forth, inclined to side with the opposition. I feel that, whatever be the legislation of the Session, it will practically be that of the non-
